PRESENTATION OF THE MINISTRY
I.1 General missions of the Ministry
According to the decree no 100/086 of October 19, 2020 on the missions and organization of the Ministry of Hydraulics, Energy and Mines, the main missions of the Ministry are
- To conceive and execute the National Policy on Hydraulics, Energy, Geology, Mines, Hydrocarbons and Quarries;
- To promote the activities of geological research, exploitation of mines, quarries and hydrocarbons;
- To promote the mining industry and the valorization of mineral substances;
- Participate, in collaboration with the Ministry having Water in its attributions, in the elaboration of the Sanitation and Water Policy;
- Develop an energy and drinking water supply program;
- Ensure the efficient management of oil and gas products and ensure the constitution of a security reserve;
- Plan and supervise rural development actions in the framework of water and electrification;
- Ensure the quality of drinking water at all levels of use;
- Promote renewable energies and modern fuels through adequate research and dissemination actions;
- Ensure, in collaboration with the other Ministries concerned, the planning, construction and management of basic hydraulic, energy and sanitation, energy, geological and petroleum infrastructures;
- Design the Ministry’s policy on good governance;
- Promote the Public-Private Partnership (PPP) and/or the delegation of public services with the private sector in the development of hydraulic, energy, mining and oil infrastructures;
- Participate, in collaboration with the Ministry in charge of Development Cooperation, in exchange and partnership programs in the field of water, energy, mining and hydrocarbons with regional or international institutions of which Burundi is a member;
- To elaborate and ensure the follow-up of the Ministry’s investment projects.
To carry out its missions, the Ministry of Water, Energy and Mines (MINHEM) is equipped with bodies belonging to the central administration, to companies with public participation and to personalized State administrations under the supervision of the Minister.
